With nearly two decades of dedicated service at Virginia Housing, JD Bondurant currently serves as the Managing Director of Rental Housing Programs, a role held since 2023. In this capacity, he continues to focus on transformative efforts to enhance the efficiency and effectiveness of Virginia Housing’s rental division. This includes updating strategic business plans across multiple departments such as loan origination, LIHTC, asset management and compliance. JD fosters a culture of inclusivity and professional growth within the team, while promoting equitable initiatives to ensure broader access to affordable housing programs for historically underrepresented communities. His leadership not only streamlines operations but also aims to strengthen relationships with stakeholders, enhancing Virginia Housing’s mission to provide affordable rental options statewide.

Previously, as the Director of Tax Credit Programs from 2016 to 2023, JD managed the allocation of over $4 billion in housing tax credits, facilitating the creation of more than 40,000 affordable units across Virginia. His efforts in policy development, particularly in establishing the Housing Opportunity Tax Credit, have positioned Virginia’s LIHTC program as a national leader. JD has consistently advocated for innovative financing solutions and the preservation of affordable housing, participating actively in legislative processes and national discussions on housing policy. With a strong foundation in research and strategic planning, JD has shaped policies that address pressing housing challenges while ensuring compliance and sustainability within the affordable housing landscape.
